The small-scale 710 kW wind power plant

– Introduction

Since the typical power plants consume fossil fuels, it would not only expire soon but also cause environmental pollution. According to evaluations, their environmental pollution is estimated at about 21.3 kilograms of various oxides, carbon, and carbon monoxide and 657 kilogram CO2 per megawatt-hour of generated electricity.

In recent years, wind power plants have competed with other power plants economically, mainly due to the following:

  • Increasing development of wind turbine technology has reduced the cost of the manufacturing process.
  • The cost of designing wind turbines has decreased because of their standardization.
  • The cost of operating wind turbines is low due to the lack of fossil fuels, their low rate of amortization, automation. Thus, the operation cost of wind power plants is much lower than thermal power plants.
  • Due to the difficulty of wind turbines access for maintenance purposes, there has been a huge effort to manufacture more qualified wind turbine components. As a result, maintenance cost would be significantly diminished.
  • Lack of environmental pollution
  • Potent to be constructed in remote areas and prohibitive in comparison with other types of power plants;
  • and there is a possibility for supplying wind turbines in hybrids with solar or diesel generators.
  • Plentiful and permanent energy

2-Electricity purchase tariff for wind power plants (project income prevision)

The output of the wind plant is just electricity which annual production based on nominal capacity would be 2728850 kW from 1397 for 20 years period of time.

To calculate the amount of production based on the nominal capacity, one turbine with the capacity of 710 kW for 8760 hours (365 days in 24 hours) with a total capacity ratio of 48.7% [1] is used.

The electricity purchase tariff for renewable and clean plants was announced by the Ministry of Energy in the field of renewable energy in May 2016 as follows. It is noted by Ministry of Energy, the tariffs are established until further notice and is the basis for contracting with the private sector.

– In accordance with 4th sub-article of energy law, the electricity guaranteed purchasing basic price for units relying on domestic technical, design and construction increase up to the maximum of 30 percent based on the provisions of 6th sub-article of the aforementioned law. Since, as respects, as the project’s turbine maker has succeeded in localizing the whole project inside the country. Besides, considering the principled agreement between the project constructor and the SATBA, up to a maximum of 30% (an incentive rate for purchasing), to projects executed in collaboration with SabaNiroo.

 

-One of the most distinctive features of the proposed program by the Ministry of Energy is the increase in prices for each two-month billing period across any changes in the exchange rate (Euro) and retail prices of materials. This price increase (adjustment rate) will provide more reliability and economic justification and reduce the risk of investment in different economic conditions. This parameter is calculated as 0.3 by the following equation with the alpha coefficient.

 

This adjustment rate is defined in order to reduce the investor risk regarding possible exchange rate fluctuations as well as to account for inflation (in the average retail value of materials). It’s worth noting that the annual adjustment rate was based on the retail price at the beginning of the year, the average euro rate in the one-year period before payment and the retail price at the beginning of the year and the average exchange rate of the euro in the one-year period before the time of the contract.

Accessibility coefficient is an indicator calculated by taking into account factors such as suitable location for installation, technical specifications of power plant wind turbines, access to transmission lines, land prices and environmental issues.

 

4- 5- Scheduling the wind power plant projects execution

In order to implement the project in a coordinated, regular and continuous manner, it is necessary for each executive operation such as obtaining necessary permits and contracts, purchasing and preparing land, construction and site layout design, ordering, purchasing and equipping hotels, facilities, staffing and training, pilot operation, unforeseen delays, etc., to create a detailed schedule. According to the information obtained from the project management office (PMO), the scheduling plan is as followed:

The project schedule contains a period which initiates with signing a contract with contractors and terminates in project commissioning.

 

The offer of investing on a 710 kW from SabaNiroo in Khaf district with an investment of 13 billion rials and the acquisition of 30 billion rials and a return on investment of 37 percent.
